Wild Land Fire Safety Training
Hi Steve,
Roxane asked me to find out if your group would like to schedule a Wild land fire safety class.
We have one set for May 15, 2010 in San Diego; I made an announcement, and in less than a week it was filled.
Keep in mind Roxanne is now limiting class size to no more than 70 people.
Let me know if you plan on having a class.

I was doing some research on inflatable kayaks and ran across this on portablekayaks.com web site. Some of us are in CERT and could be a good addition to our kits. The things below would not add much weight so you could take them hiking, kayaking or other outdoor sports.
 
Tea Candle – It’s longer-burning flame will light wet wood.
Antibacterial Wipes – Useful to stave off infection.
Un-lubricated Condom – An excellent emergency canteen.
Rite in the Rain Paper – To leave a note for rescuers in a howling blizzard.
A Red Crayon – Use to mark trees as you move along an unfamiliar path or as a fire starter.
Trick Birthday Candles – The wind cannot blow them out. Of course do not forget the matches or lighter.
Surgical Tubing – Use it as a straw to suck water from shallow seeps, as a tourniquet, or to blow a spark to start a fire.

Yes, sometimes surviving in the outdoors really does come down to a MacGyver television moment. These items will also make great conversation starters if others are scrounging through your survival kit looking for a band-aid.

ARRL, Red Cross Sign Memorandum of Understanding

On Thursday, March 25, ARRL President Kay Craigie, N3KN, signed a new Memorandum of Understanding (MoU) with the American Red Cross (ARC) at ARC National Headquarters in Washington, DC. The MoU, which replaces an earlier Statement of Understanding that expired in 2007, provides a "broad framework for cooperation" between the ARRL and the ARC "in preparing for and responding to disaster relief situations at all levels in rendering assistance and service to victims of disaster, as well as other services for which cooperation may be mutually beneficial."

The ARRL Board of Directors approved the signing of the MoU at its January 2010 meeting following the completion of negotiations. The Red Cross requires the completion of a criminal background check to participate in Red Cross activities and provides a process by which a volunteer may have a criminal background check performed at no cost to the volunteer.

In the case of ARRL volunteers, the Red Cross has agreed to accept an alternative process: ARRL volunteers may arrange, at their own initiative and expense, to have the criminal background check performed by a state or local law enforcement agency.

The Red Cross also has agreed that ARRL volunteers shall not be asked or required to consent to credit checks, mode of living investigations or investigative consumer reports in order to provide a communications function.

The ARRL and the Red Cross encourage interested volunteers in their respective organizations to become members and to participate in the activities of the other organization. ARRL volunteers should be aware that if they wish to become Red Cross volunteers, they may be required to consent to additional background checks in accordance with Red Cross policy that may include credit checks, mode of living investigations or investigative consumer reports.

Per the MoU, "both ARRL volunteers and ARC workers will work cooperatively at the scene of a disaster and in the disaster recovery, within the scope of their respective roles and duties as recommended."

During a Red Cross Disaster Relief Operation (DRO) and depending on their training and qualifications, ARRL volunteers may perform in one or more of several roles, including Amateur Radio Liaison, Communication Equipment Operator, Communication Equipment Installation/Repair and Disaster Assessment. ARRL volunteers who are assigned roles by the Red Cross during a DRO will be provided with Red Cross credentials as required by the role, consistent with Red Cross policy.

"Because of the importance of emergency communications, we are happy to be able to continue the League's long-standing relationship with the American Red Cross," said ARRL President Kay Craigie, N3KN. "The ARC and other served agencies give Amateur Radio operators the worthwhile missions in our communities that allow us to thank America for the privilege of being hams."

The pledge to the flag was recited.

Ron announced that there were sign up sheets for the Avocado Festival and for the Bike Ride.  Each of these events will be held in April.  Ron said there had been one meeting of the Avocado festival thus far and most of the activity and setup will be about the same.  They will not be collecting parking fees this year.  The food concessions at Block 1 and Block 7 will be nearer the curbs this year.  There will be no amusement rides this year, only pony rides.  The Avocado Festival is scheduled for April 18th this year and the date for the Bike Ride is not known at this time.

The club welcomes new member James Rees, WD6EDO.

Arnie Peller, N6VXM, demonstrated the MFJ 1625 Window/Balcony Mount Antenna system. He said the unit is very tunable and VSWR’s can be brought down to a very low range.  For his demonstration he had the antenna mounted on a camera tripod which makes it very portable.  The antenna can be reduced in size making it transportable.  When fully set up the whip extends to approximately 13 feet.  A proper counterpoise is very critical to the tuning and operation of the antenna system.  The cost of the unit is approximately $200.00.

Phil Leonelli, WF6L, presented the program.  Phil presented a Power Point slide program of his Software Defined Radio that he uses at home.  There are several SDR units available and all are basically totally controlled by a computer.  SDR’s have much less complex hardware due to being software driven.  SDR’s are programmable and upgradeable and if you are a programmer users can program them.  He said that upgrades to the units are readily available and are at not charge to the owner of the units.  They operate at very low noise levels and filtering is programmable.  Phil’s unit operates at HF and 6 Meters at a maximum power output of 100 Watts.  He indicated that the manufacturers support for the equipment was very good.  He had a demonstration unit setup and invited attendees to use it following the meeting.

With no further business the meeting adjourned at 1630.

HAM RADIO NOTE

The FCC has issued a Notice of Proposed Rule Making to allow Amateur Radio communications by EMPLOYEES of public safety agencies and other entities, such as hospitals, for drills and tests in preparation for emergency situations. The operators would of course have to be licensed hams and certain restrictions would apply.

THE NATIONAL BROADBAND PLAN IS RELEASED

The FCC published the National Broadband Plan as expected today. A summary of the document and a link to the full Plan (hundreds of pages) is at the URL below. Of special interest is this statement in the summary sheet:

"The Plan was... produced by an FCC task force that set new precedents for government openness, transparency, and rigor. Information for the plan was gathered in 36 public workshops, 9 field hearing (sic), and 31 public notices that produced 75,000 pages of public comments."

Contrast this statement with the following from yesterday's Wall Street Journal in a story entitled, "Broadband Trojan Horse:"

""Instead of risking a split vote among the five [Commissioners] on approving the plan," reports National Journal, "Genachowski is seeking consensus on a joint statement, which sources said would provide him with some political cover for the controversies that are certain to be triggered by some of the recommendations."

"The FCC chairman and his staff have spent the better part of a year preparing a major report while keeping his colleagues largely in the dark. What happened to the Obama's Adminis- tration's promise to be open and transparent?""

CGC is not taking a position on the Broadband Plan at this time; however, the transparency controversy is important because many of our professions stand to be profoundly impacted by the details of the Plan.


NEW CGC PUBLICATION -- THE ADVANCE LOOK FILE ("ALF")

Now that the CGC Communicator has become a once/month publication (special bulletins excepted), some of our readers have asked if we could publish the FCC Applications & Actions data more often. So, we have created a new publication called The Advance Look File ("ALF").

In essence, the Advance Look File shows local (so. Cal.) AM, FM & TV Applications & Actions published by the FCC during the first two weeks of each month, while the CGC Communicator -- published around the end of the month -- will show the Apps & Actions for the entire month (including the Advance Look data).

The Advance Look File is available for $15/month (billed quarterly) and is free to all FM Watchdog subscribers. The Advance Look File is for the exclusive use of the recipient station and any co-owned stations. Please contact the editor of this newsletter if you would like to subscribe or receive a complimentary copy of our March 15th ALF.

FCC ENFORCEMENT WATCH -- REGIONAL ITEMS OF INTEREST

o CommUSA busted by the FCC for 450 MHz interference to San Diego's Metro Traffic. For the case history, see the "Feature Story" at the second URL:

o Telecom, Inc., Oxnard, cited for allegedly programming Rio School District transmitters on a 462 MHz frequency not authorized:

o Independent Taxi Owners Assoc., Los Angeles, issued an NOV for transmitting a digitally modulated signal on 461.925 MHz without breaks for several hours. This precluded other authorized users from sharing the channel:

o Phoenix Ranch Market busted for 462 MHz operation without a license:

o Sony Pictures, Culver City, issued a NOUO for installing a cellular-band signal enhancer (BDA) without authority and creating 1.8 GHz interference to T-Mobile:

o Terra Exploration cited for causing interference in the 806-821 MHz cellular band. The RFI was traced to "engine spark plugs of Terra's oil wells" -- a most unusual case.
