New Section Manager Appointed in San Diego:
 Loren "Mitch" Mitchell-K6BK, of San Diego, California, has been appointed ARRL San Diego Section Manager to complete the term of office vacated by Pat Bunsold, WA6MHZ. Bunsold, who served as SM on two different occasions (April 2004-March 2006 and July 2006-July 2007), stepped down due to health concerns. Dave Patton, NN1N, Manager of ARRL's Membership and Volunteer Programs Department, made the new appointment effective July 12; Mitchell's term of office continues through March 2008. Mitchell has been the San Diego Section Emergency Coordinator since April 2006. He is active with the Community Emergency Response Team (CERT) in Scripps Ranch, is a weather spotter with WX6BX for SKYWARN and operates as an ARRL Official Emergency Station on D-STAR. He is also trustee of station KA6BSA for the Boy Scouts of America. First licensed in 1961 at age 14, Mitchell developed a lifelong interest in both electronics and engineering. His wife Nancy, N6NCY, and sons Brendan, K6BMK, and Wes, K6WES, also enjoy the world of Amateur Radio.

Santa Barbara Hamfest Coming Soon

The Santa Barbara Hamfest takes place Sunday, August 12th from 8:30 AM to approximately 1:30 PM, at the Santa Barbara Elks Lodge, 150 North Kellog Avenue, Goleta. Admission is free, parking is free, and even one space for swapmeet-vending is free. The luncheon Tri-tip or Chicken BBQ costs only $8.50. More details are at www.sbarc.org

Torrance Southwestern Division Convention Update

The Southwestern Division's largest Amateur Radio gathering in 2007 will be at the Division Convention on September 7, 8, and 9, at the Torrance Marriott Hotel. More information is at www.hamcon.org

Pre-registration must be postmarked by August 1 to be eligible for the reduced rate and pre-reg prize. Also, the approximate half-price hotel rooms are available at the Marriott by calling (800) 228-9290. Be sure to mention the HamCon Radio event to get the convention rate.

The highly acclaimed (actually true) Saturday evening banquet speaker is Mark Benthien, with his talk on earthquake safety. ARRL's Mark Spencer, WA8SME, will describe his highly acclaimed (also true) ARRL Teachers Institutes at Saturday's luncheon. Sunday's breakfast features Scott Stolnitz, N6ABC, and Tom Tcimpidis, K6TGT, on Winlink.

All the major equipment manufacturers are expected to be in the exhibit hall. A full schedule of talks and forums includes discussions of emergency communication issues, public service, technical topics, and operating specialties.

Club Spotlight - San Bernardino Microwave Society

SBMS is a technically oriented club with membership from all over Southern California. Members describe their technical projects both at the meetings in Corona and in their newsletter. Club information can be found at www.ham-radio.com/sbms/

SBMS member, Dave Clawson, WA6CGR, will be presenting a talk on Microwave Activity and Wi-Fi for Hams at the Torrance Convention. Hear how your laptop communicates when in hotels as well as what hams can do to soup up Wi-Fi operation.

SBMS member Dennis Kidder, W6DQ, will give two talks at Torrance, one of which describes SBMS's periodic use of a 120-foot diameter dish for moonbounce. Learn how you might join in something that few hams will ever experience.

Mable B. Field W6YZV/SK
Mable B. Field W6YZV, on July 14, 2007 became a Silent Key.  She passed very peacefully in her sleep. There will only be family services and the family wishes you remember her as she was in earlier days.  She was first licensed in 1947 continuously for 60 + years. She was the first YL to belong to the Palomar Radio Club, and published the news letter, on a memograph machine, and she named the news letter "The Scope".  She ran many nets for YLRL in the 50s and 60s and attended many Field Days, one of which was on Mt Solodad in 1948 and made the paper with me on her knee at the age of 1. She was married to Harry W6LKC for 61 + years and they both were charter members of The Fallbrook Amateur Radio Club and raised 4 children in her spare time.

Vice-President Ron Patten, KG6HSQ, called the meeting to order at 1505.

The pledge was recited.

Ron, KG6HSQ, gave a report on the June 2007 Field Day activities.  FARC again this year used the Frazier Elementary School property for their operation site.  There was local coverage in our newspapers related to the activity.  Betty Johnson, a local reporter, wrote an article for the North County Times that appeared in the paper.  There were a total of 356 contacts made during the operating period.  Ron explained how the multipliers worked in figuring the final points for our operation.  We collected a total of 1,482 points.  There were 68 contacts on 75 meters, 100 contacts on 40 meters, 103 contacts on 20 meters, 59 contacts on 15 meters, 13 contacts on 10 meters and 13 contacts on 6 meters.  There were 30 visitors this year which was very good considering the fact that there was major construction on Gum Tree Road and getting to the operating site was very difficult with all the bypasses and torn up roads.  The intersection of Gum Tree and North Stagecoach was totally blocked so entry was detoured completely around this intersection which is the major entry into the Frazier School property.

Steve, KE6GXP, thanked all of the volunteers that served on the Red Flag Patrol on July 4th.  He said that Sectors 28 and 28F were heavily patrolled and a new Sector around Rainbow Heights was added and patrolled this year.  There was nothing of note this year so he said that he felt that the patrols were very successful.

Ken, W6MF, gave a report on the VE Exam conducted on June 30, 2007.  The exam was conducted at the Living Waters Church, 2000 Reche Road.  Four Volunteer Examiners conducted the test.  Ron, KG6HSQ, Phil, WF6L, Stephen, KC6MIE and Ken, W6MF. The exam session was conducted under the ARRL VEC protocol.  The church volunteered the space and has offered use of their facilities in the future as well.  The pastor there is very interested in the CERT program and hopes to enter the next Technician Class and obtain his license.

18 Candidates were examined. 13 of the candidates either obtained a new license or upgraded to a new license class.

6 New Technicians including 3 from our recent class, Dennis Knight, Harold Stanley and Bill Parkinson obtained their new license and are awaiting their calls.

6 General Class License upgrades were issued. Four FARC members Hayden, KG6YVD, Smed, KG6QAG, Roger, K6RPM and Randy, KD6UAK obtained their General Class upgrades.  Randy and Roger both scored a perfect 35 on the General Class Exam.

1 Extra Class upgrade was issued to a gentleman from El Cajon. 

Candidates came from:  Fallbrook, Menifee, El Cajon, Valley Center, Bonsall and Murietta.

1 new club member, Lee Alan Wagner (New Technician), was added to the membership of FARC.  Lee resides in Menifee and is currently awaiting his new call that was earned at the VE Session.

Ron, KG6HSQ, showed a movie on vintage radio equipment.  The equipment was a “mobile” transmitter that was used during World War II.  During the war years many Amateur Radio operators were called into service with communications companies because of their radio experience and knowledge.  The Hallicrafter Corporation manufactured this particular piece of equipment.  The movie showed the construction of the various components of the transmitter and its assembly into a finished working unit.  The movie then went on to show the transmitter being installed in a specially designed vehicle from which it would be operated along with all of the peripheral equipment.  The equipment filled the entire space in the vehicle and left just enough room for an operator or two to sit.  It then showed the “power supply” for the unit.  It consisted of a separate trailer, pulled by the vehicle, with a full sized electrical generator of considerable size.  For its day is was considered compact even though it required two fairly large transportation components to make it mobile.

With no further business the meeting was adjourned at approximately 1600.

THE BROKEN NEXTEL 800 MHz REBANDING PROCESS

June 27 marked the second anniversary of the FCC's three-year project to protect public safety communications from harmful interference by reconfiguring the 800 MHz radio band, and yet no NPSPAC licensee has moved or scheduled a move to new frequencies.

Mobile Radio Technology columnist Donny Jackson notes that there is plenty of blame to be spread among Sprint Nextel, the Transition Administrator, equipment manufacturers, consultants and the licensees themselves, but believes now is the time for the FCC to admit that rebanding won't be completed on schedule, and take the necessary steps to speed up the process.



LIGHTNING STRIKES AND PERSONAL ELECTRONIC DEVICES = BAD NEWS

Emergency room physicians have documented cases in which lightning strikes have caused disabling injuries to those using various electronic devices including iPods and cellphones. The devices do not attract lightning, but appear to make injuries worse if you take a secondary (minor) lightning hit. Ruptured eardrums and ongoing auditory problems are common. But if you take a primary lightning hit, you probably won't have any worries whatsoever.



DELANO SHORTWAVE FACILITY TO BE SHUT DOWN IN OCTOBER

The International Broadcasting Bureau (IBB) will stop shortwave broadcasting from Delano, California, at the end of October according to Radio World. The facility will be converted to "cold storage standby status" but some equipment may be moved to other locations in the IBB network.

The Delano station began shortwave broadcasts to the Pacific Theater of World War II in 1944. Delano is located about 140 miles north of Los Angeles.



FCC TESTS UNLICENSED DEVICES IN THE TV BAND

FCC Chairman Kevin Martin recently said that within a week the FCC would release the results of tests of several remote-sensing unlicensed devices that would potentially be allowed to operate in the so-called "white spaces" between DTV channels. The FCC has already said it plans to allow fixed devices in the band subject to testing and other safeguards to make sure the devices do not interfere with TV reception.



SOME IN CONGRESS FEAR DISASTROUS OUTCOME OF DTV CUTOVER

What will happen on February 18, 2009 when tens of millions of analog television sets receiving over-the-air signals receive nothing but noise? With only $5 million allocated to educate the public about how the new digital signals can be received, many on Capitol Hill fear the outcry will focus on them unless TV broadcasters can achieve what the government has so far failed to do: make the viewers aware.



S.D. COUNTY OPTS FOR NEW ALERT SYSTEM TO REPLACE REVERSE 911

Encouraged by the success of a 12-year association with the Reverse 911 alert system, San Diego County supervisors have approved a new contract with a different vendor for technology that is faster, less expensive, more flexible and Internet-based to satisfy the need to alert residents when evacuations are necessary. The new vendor is Twenty First Century Communications, and use of the system will be made available at no charge to all cities and local agencies within the County.



METAL THEFT - A NATIONWIDE PROBLEM

Whether it be copper radials, stainless steel beer kegs, manhole covers, air-conditioning units, power cables, catalytic converters, light poles or aluminum bleacher seats, metal thieves continue in their quest to profit from valuable metals being sought by unscrupulous recyclers. Some states and local governments are tightening ordinances to discourage the practice by holding recycling companies accountable, but the thefts continue as some foreign nations rush to satisfy their need for raw materials.
