Interfering With Repeater Operation
Store your mobile radio microphone on a proper hanger. Microphones that are left on a seat or stuffed in the center consol can cause accidental pressing of the PTT, (Push To Talk) button, causing jamming of a repeater frequency.
Most radios have a TOT, (time out timer), function the helps with the stuck microphone syndrome, by issuing a warning tone and shutting down the transmitter, so set yours to two minutes or less.
Cross band repeating into a repeater should be used with great caution and monitored closely, and always use a tone squelch, also known as CTCSS or DCS on your cross band link, and use band plan frequencies.
VOX, (Voice Operated Transmit), is not really compatible with a repeater system and is far to easy to leave activated causing interference.
If you need to test the signal to and/or from a repeater use good amateur radio operating procedure and say, "your callsign testing", to not become another unidentified transmission source.

Red Flag Warning Criteria Adjusted
On April 15, the NWS in San Diego made a change to the criteria used to issue Red Flag Warnings.
 
The change involves the removal of the long duration, low relative humidity criterion: relative humidity equal or below 10% for at least 10 hours. This change impacts all coastal, valley and mountain zones within the NWS San Diego’s area of responsibility.

The main criteria will remain in force: relative humidity at or below 15% and winds sustained at 25 mph or gusts to 35 mph for at least six hours in duration.

Why the change? Steven Vanderburg, forecaster and fire weather specialist, conducted a study that analyzed all the major wildfires in our region in the last decade. He found that in nearly all cases, the fires spread rapidly only if there was some strong wind component in addition to very low relative humidity. He also found several cases where fires that did start in very dry conditions did not spread rapidly because strong or gusty winds were not present.
 
Local fire fighting agencies agreed that to remove this dry-without-wind criterion would be an improvement. Over the past year the final approvals were made to make this change to the criteria.

San Diego 100 Mile Endurance Run
Volunteers are being sought for communications duties for the San Diego 100 Mile Endurance Run June 12-13.

The SD 100 mile course starts and finishes at the Al Bahr Campground which is off of Sunrise Highway within the Camp Laguna Recreational Area.  The course covers four main areas: The first 16.5 miles are located in the Recreational Area; from there, runners transition to the Pacific Crest Trail (PCT) for ten miles before descending the Noble Canyon Trail towards Pine Valley. From Pine Valley, runners climb back up to the PCT and run north for another 11 miles (on the PCT again) to Sunrise Aid Station. Runners then descend to the west and enter a 30 mile section in the Cuyamacas. After completing the Cuyamaca section, the course returns to the PCT, Camp Laguna Mountain Recreational area, and the finish line at Al Bahr.

150 runners have registered for the race, all of whom have qualified by completing (within the last year) at least one sanctioned 50 mile race within a 13 hour time limit. Runners will be monitored at 15 aid stations as well as the start/finish. (note: this means we need at least 30 volunteers to staff the aid station communications spots - preferably more so we can work in shifts). Last year's winner completed the grueling test in just 18hrs 15min 45sec (that's an average of 5½ minute miles - phew!) while 57 runners dropped out along the way and 77 others completed the course within the 31 hour time limit. Ham radio operators assistance consists of but is not limited to the following duties: keeping track of each runner (noting their times through the various aid stations), helping expedite the shuffling of supplies between aid stations, and providing health & welfare type traffic (additionally, hams have been known to provide late night entertainment around the campfire!)

Ham operators should plan on providing their own transportation, shelter, food, water, and of course radio equipment. Suggested radio equipment would ideally consist of a two meter radio (mobile preferred), power (sufficient for long-term operation), antenna (preferably some type of base antenna with mast).  Shelter could be RV, trailer, tent or car camping. Be aware that temperatures can vary widely this time of year so be prepared for warm days and very cool nights. This is a really fun event and you won't want to miss out on being a part of it.

All efforts will be made to ensure that the early birds will get the worm as far as shift & location preferences. (note: we will be on the road 4/28-5/3 working the Mexican 1000 off road race so be patient for a reply - all of which will be handled in the order received)

Vice-President Ron Patten, KG6HSQ, called the meeting to order at 1510.

The pledge of allegiance was recited.

Ron reported on the upcoming Avocado Festival.  He said that there were some new people at the Chamber office including a new chairman of the Avocado Festival Committee.   George Archibald will continue to work with the new chairman.  Setup for the festival will very similar to last years setup.  Amusement park rides will not be a part of the event this year.  Blocks 1 & 7 will be nearer the curb to meet fire code requirements.  He indicated that some businesses would not be selling their ‘sidewalk’ space this year.  In order to keep traffic moving all setup traffic on Main Avenue will be routed North and will be one way in that direction only.  Cut off time for traffic entering the setup area will be approximately 0830.  At the last committee meeting all spaces had not been sold but the committee felt that they would be sold out by the deadline.  Tents have been expanded for the Beer Gardens this year.  FARC’s booth will again be located at the Wells Fargo parking lot.  North County Fire will not be in the Wells Fargo lot this year but will relocate to the parking lot at their new office on Main Ave.  The Chamber asked FARC to work later with the “stage crew” setup until that setup has been completed.  We need FARC members that will be working the event to meet at Alvarado and Main at 0530.  The Amateurs assigned to the end units need to arrive at their assigned location by 0500.  Vehicles that are setting up booths are supposed to have a visible placard with their booth number showing so that the vehicle can be identified with their booth number so that the owner can be identified if needed.  The Avocado Festival will be held on April 18th.

Ron announced that the Avenue of the Oaks Bike Ride was on again this year. CHP and others have been contacted and Ron has been asked to attend their upcoming planning meeting.  At date for the meeting has not been announced at this time.  Their web site is up and running and information is available there.  The three routes for the ride will be the same as in the past.  It was noted that when an accident is reported that it should be described (serious, minor, scrapes, cuts, etc.).  The “downed” riders number and accident location along with the reporting riders number should be obtained and relayed to net control in order for the accident to be properly report so that emergency or assistance to the injured rider can be dispatched.  Date for the Bike Ride is May 1st.

Field Day is approaching and a request will be made to the Frazier School to use the upper field for our Field Day operation this year.

Stephen, KE6GXP, is collecting names of individuals that are interested in a Fire Training course.  The course deals with survival techniques.  After he collects names and gets an approximate number of participants he’ll contact Fire Officials to set a date and time for the training.  This is a highly recommended course.
